European Defense at the Crossroads

In 2022, the European Public Policy Conference (EPPC) focused on the pressing theme of European Defence amidst an evolving geopolitical landscape. This timely topic gained even greater urgency following Russia's invasion of Ukraine in February, which brought the reality of war to Europe’s doorstep for the first time in decades. The conference sought to bridge analytical perspectives with testimonies of lived experiences, aiming to explore the EU’s role in safeguarding democratic values and addressing emerging security challenges.

Discussions centered on four key areas:

  1. The EU’s Geopolitical Position: Speakers analyzed Europe’s alliances and adversaries, emphasizing the need for stronger support of states upholding democratic values and addressing global shifts such as China's growing influence in Africa and Latin America.

  2. Eastern Europe as a Power Struggle Arena: The panel examined historical tensions, including the longstanding friction between Russia and Ukraine, and the consequences of EU policies. The debate highlighted the role of sanctions, energy embargoes, and the critical need for comprehensive European security strategies.

  3. EU-NATO Dynamics: We explored the divergences and complementarity between the EU’s Common Security and Defence Policy and NATO. While NATO remains central to European defence, the necessity of fostering an autonomous EU defence policy was underscored, especially in light of shifting US commitments.

  4. Strategic Futures for Europe: Marina Henke presented three scenarios for the future of European defence—renewed transatlantic ties, strategic autonomy with significant investments in EU capabilities, and a neutral, non-military approach inspired by Switzerland.

Ultimately, the 14th EPPC provided a platform to reassess Europe’s security architecture in the wake of renewed authoritarian threats. By fostering dialogue, the conference aimed to advance understanding of how Europe can defend democracy and maintain peace in an era of uncertainty.
